Physical Culture Day is celebrated in Russia on the second Saturday of August based on the Decree of the Presidium of the Supreme Soviet of the USSR No. 3018-X "On Holidays and Memorial Days" dated October 1, 1980, as amended by the Decree of the Supreme Soviet of the USSR No. 9724-XI "On Amendments to the Legislation of the USSR on Holidays and Memorial Days" dated November 1, 1988.
The Builder's Day was first celebrated in the USSR on August 12, 1956. Here's how it happened. On September 6, 1955, a decree was issued by the Presidium of the Supreme Soviet of the USSR "On the Establishment of an Annual Holiday 'Builder's Day'". The conciseness of the decree by the Presidium of the Supreme Soviet of the USSR is evidence that Builder's Day did not appear by chance, and that its emergence was intended and prepared.
